Report of Announcements Made at the July 19th UH BOR Meeting

The University of Hawaiʻi Board of Regents (BOR) held their monthly meeting today at the UH Mānoa campus. The following recommendations were approved:

Reappointment of Mauna Kea Management Board Members -- The BOR approved the reappointment of Arthur Hoke and Dr. James Kennedy to second, four-year terms on the Mauna Kea Management Board with terms expiring June 30, 2006.

Relating to Academic Certificates and Degrees -- The BOR approved the establishment of a Bachelor of Science Degree Program in Marine Biology in the College of Natural Sciences at UH Mānoa, effective Fall 2002, subject to the Regents‘ policy on provisional academic programs.

Establishment of an Internal Loan for the Student Housing Cabling Project -- The BOR authorized the administration to establish an internal loan for the Student Housing Cabling Project from the University Bond System using cash deemed to be in excess of immediate program requirements. The loan is not to exceed $5.3 million to finance costs related to the Student Housing Cabling Project.

Authorization to Enter into Various Lease Agreements -- The BOR authorized the administration to enter into the following lease agreements:

· A five-year lease agreement with Dave Levenson, dba the New S. Hata Building, for use of approximately 5,800 square feet of office, classroom and educational exhibit space for use by the cooperative program between the University of Hawaiʻi at Hilo and the Northwestern Hawaiian Islands Coral Reef Ecosystem Reserve.

· A lease with Connecticut General Life Insurance Company for office, research, and teaching space at 677 Ala Moana Building, Kakaʻako, for use by the John A. Burns School of Medicine (JABSOM). The new space will allow JABSOM to consolidate a critical mass of departments from higher-priced space currently occupied in various other locations on Oʻahu to a more affordable space in close proximity to the new Kakaʻako campus.

Agreement for Services Between UH and the UH Foundation -- The BOR approved a two-month extension to the existing agreement for services with the University of Hawaiʻi Foundation at the same rate of compensation effective August 1, 2002.

Lease Agreement relating to the U.S.-China Center at UH Hilo -- The BOR authorized the administration to enter into a lease agreement with Geo International Explorer, Inc. for the development of the U.S.-China Center at the University of Hawaiʻi at Hilo.

Establishment of an Office of Capital Improvements for the University of Hawaiʻi -- The BOR approved the establishment of an Office of Capital Improvements for the University of Hawaiʻi, reporting to the President, with implementation phased-in subject to available University funding and added legislative appropriations. This office will enable the University to internally control its capital improvement projects with the University being responsible and accountable for administering its capital projects, including the planning, design, and construction of its physical facilities. The capital project program will be managed by a core group of professional staff being formed by reassigning existing filled positions, reassignments of vacant positions, and new positions authorized by the legislature. The establishment of the Office of Capital Improvements is a major step in the fulfillment of the University‘s autonomous functions.

Gifts, Grants and Contracts -- The BOR accepted a report on gifts, grants, and contracts received by the UH System for the period of May 16, 2002, to June 15, 2002. The UH System received 160 awards totaling $30.3 million, compared to 136 awards totaling $21.4 million for the same period last year. The total number of awards received for the fiscal year is 1,535 with a value of $237.7 million.
